Job Summary
- The Business & Strategy Development Lead provides strategic and commercial leadership for the organization.
- The role is responsible for building sustainable revenue-generating initiatives, expanding consulting and service offerings, strengthening the organization’s market position, and ensuring the enterprise contributes meaningfully to the organization’s long-term financial sustainability.
- The B&S Lead works closely with the CEO and senior leadership to translate the organization’s expertise into viable commercial services, partnerships, and fee-for-service models while maintaining alignment with the organization’s broader mission and values.
Responsibilities
Enterprise Strategy & Growth:
- Design and implement a clear growth strategy aligned with the organization’s long-term sustainability goals.
- Identify and develop fee-for-service offerings, consulting services, and market-driven solutions based on the organization’s institutional strengths.
- Monitor market trends, client needs, and competitor activity to inform the organization’s positioning and expansion.
Business Development & Revenue Generation:
- Lead the identification, negotiation, and acquisition of commercial contracts, consulting engagements, and service-based opportunities.
- Build and manage a revenue pipeline for the organization, including forecasting and growth targets.
- Support pricing strategies, proposal development, and contract negotiations for services.
Partnerships & Client Management:
- Develop and manage relationships with corporate clients, development partners, government agencies, and private-sector stakeholders relevant to enterprise services.
- Serve as a key point of contact for WACPHD clients, ensuring high-quality service delivery and client satisfaction.
- Explore strategic partnerships and joint ventures that expand the reach and profitability of the enterprise arm.
Operational Oversight & Performance Management:
- Oversee planning and performance monitoring for the organization’s activities, ensuring efficiency, profitability, and quality assurance.
- Work with finance and operations teams to ensure sound financial management, reporting, and cost control for the organization's activities.
- Establish performance metrics and dashboards to track revenue, client acquisition, and service delivery outcomes.
Institutional Alignment & Brand Positioning:
- Ensure activities align with the organization’s brand, values, and reputation.
- Support strategic communication and positioning of the organization's services in the market.
- Provide regular performance updates and strategic insights to the CEO and senior management.
Terms of Reference (ToR) & Performance Timeline

Phase 1: Organization Diagnosis & Market Assessment (Months 1–2):
Key Actions:
- Review existing initiatives, service offerings, and revenue streams.
- Conduct a market assessment to identify demand, pricing benchmarks, and competitive positioning.
- Clarify the organization’s structure, operating model, and growth priorities.
Deliverables:
- Organization Diagnostic & Market Assessment Report
- Defined organization service portfolio
- 12-month organization’s Growth Roadmap
Phase 2: Pipeline Development & Service Launch (Months 3–6):
Key Actions:
- Actively pursue priority opportunities and consulting engagements.
- Develop standardized proposal templates, pricing models, and service delivery frameworks.
- Support the CEO in negotiations and contracting for services.
Deliverables:
- Minimum of 2–3 signed contracts or engagements
- Active opportunity pipeline tracker
- Standardized service and proposal toolkit
Phase 3: Scale-up & Partnership Expansion (Months 7–10):
Key Actions:
- Expand job offerings through partnerships, repeat clients, or new markets.
- Strengthen internal systems for tracking revenue, costs, and profitability.
- Assess performance of organization’s services and refine offerings as needed.
Deliverables:
- At least one strategic partnership or framework agreement
- Mid-year organization’s performance review
- Refined service portfolio and pricing strategy
Phase 4: Consolidation & Sustainability Planning (Months 10–12):
Key Actions:
- Evaluate the organization’s performance against targets and document lessons learned.
- Support development of the following year’s organization strategy and revenue targets.
- Strengthen governance and reporting mechanisms of the organization.
Deliverables:
- Annual Performance Report
- 12–24 month Growth & Sustainability Plan
- Inputs into organizational budgeting and strategic planning.
Required Qualifications & Experience
- Master’s degree in Business Administration, Economics, Finance, Management, or a related field (MBA or equivalent preferred).
- Minimum of 8–12 years’ experience in business development, enterprise management, consulting, or private-sector/for-profit organization engagement.
- Proven track record in revenue generation, contract negotiation, and organizational growth.
- Strong commercial acumen, strategic thinking, and stakeholder management skills.
